Dear Athletic Director:
The objective of the letter is to clarify the responsibilities of the District I Steering Committee and golf coach or faculty representative at the District I Golf Tournament. It is mandated by the P.I.A.A. that “Each student participating in the Boys’ or Girls’ District or State Golf Championship, must be accompanied and supervised by a coach or a full-time professional employee from the member school that the student is represented”*. The District I Steering Committee mandates that “Coaches and/or school representatives will be assigned responsibilities for the Boys’ and Girls’ District I Golf Tournament.”
The District I Steering Committee, whose members are representatives of the different Leagues in District I, are the backbone of the Tournament. Therefore, we are requesting that the Steering Committee members be permitted to return on the second day of the Tournament for our annual meeting (Wednesday, October 13th) and to assist in managing the Tournament. The Steering Committee members are listed on the following page.

materials for the District I Golf Tournament to be held on Tuesday and
Wednesday, October 11 and 12, 2011. This year the Boys Tournament and the
Boys Team Championship will be held at Turtle Creek Golf Course. The
First Round of the Girls Tournament and the Girls Team Championship will be
held at Gilbertsville Golf Club on Tuesday. The Girls Final Round will be held

and course etiquette. NO coaching or

Assignments for golf
coaches have been established for the purpose of providing an efficient and
well-supervised tournament. Your
cooperation is appreciated.
NOTES:

On day 1 of the boy’s and girl’s tournament we
will be using a shotgun start. Coaches will be given a group to monitor (and what hole you’re starting on)
or a spotter’s assignment.

SITUATION PROCEDURE

Marker The coach with each group will be an
unofficial/marker in case of problems with a player’s card, in which case
his/her card becomes the official card. This card will be turned in with the player’s
cards.
Forecaddie The
coach with each group has the responsibility to go out ahead of his/her group
and spot tee shots and help find all errant shots.
Observer The
coach with each group should observe all play of his/her group to assist a
referee to decide questions of fact and to report to him/her any breach of a
rule. The coach is to make no rulings
but is allowed to inform a player about his/her rights under the rules. Please prevent problems, but also don’t
create them!

DISTRICT I GOLF TOURNAMENT
1. Entry Qualifications
A. All players must qualify through a League Tournament, and/or qualifying Tournament and their names will be typed and submitted by a League District I Committee Representative.
B. The number of teams competing in each League Tournament x 1.75 is the maximum number of qualifiers from your League.
C. Boys must shoot a score that is 16 strokes or lower over the men’s course rating for the tees they are playing from. (Ex. Course rating 70.0 = 86 or lower)
D. Girls must shoot a score that is 28 strokes or lower over the women’s course rating for the tees they are playing from. (Ex. Course rating 70.0 = 98 or lower)

5. Supervision
The supervision of golfers is the responsibility of the school, which they represent. A school faculty member or a school designated representative must accompany them. Coaches and/or school representatives will be assigned responsibilities throughout the Tournament. If a school does not send a representative or he/she leaves early, the District Committee will call the school involved and have it pick up its players.

NOTE: - DISTRICT I WILL BE
AWARDING A BOYS AND GIRLS TEAM CHAMPION. THESE
CHAMPIONSHIP TEAMS WILL ADVANCE TO A REGIONAL STATE TOURNAMENT.
The District Team Champion must have an aggregate score of 400 or less in order to advance on to Regionals.

A. The Boys Team competition will coincide with the
second day of the individual championships (

C. The format for the Tournament is 18 holes of stroke play with the lowest team total counting 4 players’ scores determining the District I Team Champion. In the event of a tie, the U.S.G.A. tiebreaker rule would be used to determine the winner.

6. Awards
Medals will be given to the top 16 boys and top 8 girls from the District. Playoffs will be used to break all ties for first place and for 16th place (boys) and 8th place (girls).
7. Regional’s: The top 16 Boys and the top 8 Girls will advance to the Regional Tournament.

1. Players may not use any type of tobacco products while competing.
2. Unsportsmanlike conduct such as club throwing, using profanity or damaging the course
is prohibited.
3. Players who miss their assigned starting time without notifying the District I Committee
representative.
4. Failure to hole out on any hole during a stipulated round.
5. Failure to sign the score card or signing for a lower hole score than was actually shot.
Golfer’s Responsibilities
(U.S.G.A. Rule #6)
1. The player is responsible for knowing the conditions under which the competition is to be
played.
2. The player shall start at the time designated by the Committee.
3. The responsibility for playing the proper ball rests with each golfer. Each should put an
identification mark on the ball they are using.
4. The competitor is responsible for the accuracy of the score recorded for each hole.
5. The player shall play without undue delay and shall not discontinue play without a good
reason, such as lightening or sudden illness. Bad weather is not a good reason for
discontinuing play.
1. The ball will be played as it lies unless weather or course conditions dictate that preferred
lies should be used, in which case the player should mark the ball’s location with a tee, lift, clean and place in the fairway only and move it within a six inch radius behind the tee. (Appendix I Part B Rule 3b)

2. When a golfer is in doubt of player’s rights under the rules, the player should announce
his/her doubt, then play a second ball and report to the Scoring Committee before the
player signs the score card. (Rule 3-3)
3. Water Hazards are defined by yellow stakes or lines and lateral water hazards are defined
by red stakes or lines. Environmental areas are defined by green-tipped stakes.
4. Out of Bounds areas are defined by white stakes, fences, or roads and there is no relief
from these markers.
5. Ground-under-repair areas are marked with white lines and the line is part of the area.
1. Electronic distance measuring devices are permitted. Devices are limited to measuring distance
ONLY. Devices measuring elevation or wind may not be used or that feature must be turned off.
Apps for smart phones may NOT be used as players may not have their cell phones turned on.

2. Players must put an identification mark on his/her ball and use a flat object to mark a ball
on the green.
3. NO practice is allowed on the competition course before or during a stipulated round.
(e.g. no re-putting).
4. No caddies are permitted. Spectators are permitted on the course but may not give advice
or assistance nor accompany the players around the course.
5. Players may receive a warning and or be disqualified for unsportsmanlike
behavior depending on the severity of the infraction.
6. Player’s cell phones must remain off during the course of his or her round. Players will receive a
warning or be
disqualified for repeated offenses.
